POSITION: Deputy Director (DD-23079)
SALARY: DOE, Starting at $36.40 per hour
REPORTS TO: Gaming Director
LOCATION: Gaming Headquarters – Omak, Washington
BASIC FUNCTIONS: Exempt. This is a senior-level administrative position that assists the Gaming Commission Director
with the development, implementation, monitoring, evaluation, maintenance, and continual improvement of the agency’s
overall regulatory program in accordance with applicable tribal, federal, and state laws, rules, regulations, policies,
procedures, and practices. The incumbent participates in organizational development activities and functions as a
coordinator of various agency initiatives as delegated by the Director. This position supervises employees engaged in
conducting background investigations and licensing activities, and assumes full responsibility of all Gaming Commission
operations and staff in the Director’s absence. Functions as the overall author and custodian of the Commission’s Tribal
Internal Control Standards (TICS), assists the Director in the formulation and implementation of other policies and
procedures, and serves as a subject matter expert in their interpretation and application.

This position is distinguished from other senior-level administrative positions within the agency by its required knowledge
of all regulatory activities and functions of the organization, along with the corresponding activities conducted by the
gaming operation. This position is further distinguished by its level of interaction with internal and external programs,
departments, agencies, etc. Finally, the incumbent of this position assumes full responsibility of all Gaming Commission
operations and staff in the Director’s absence.

MINIMUM QUALIFICATIONS:
Education and Training:
Bachelor’s degree in a field closely related to business, criminal justice, or public administration AND a minimum

of seventy-two (72) months of progressively responsible experience in casino operations, gaming regulation,
another regulatory field, or law enforcement, thirty-six (36) months of which must include supervising subordinate
employees that involves participation in all aspects of human resources management; OR

 Master’s degree in one of the above fields may be substituted for twenty-four (24) months of experience;
conversely, additional progressively responsible experience beyond seventy-two (72) months (as described
above) may be substituted on a month-for-month basis in lieu of the bachelor’s degree requirement.

 Must be qualified and suitable for a tribal gaming license under Tribal, State, and Federal requirements. Tribal
gaming license applications must be completed and submitted with CCT job application to be considered.

 Must possess and maintain a valid Washington State driver’s license and be eligible for the Tribes’ Vehicle
Insurance.

Essential Duties and Responsibilities: Essential duties and responsibilities include, but are not limited to, the
following:

Assists the Director with the development, implementation, monitoring, evaluation, maintenance, and continual
improvement of the agency’s overall regulatory program in accordance with applicable tribal, federal, and state
laws, rules, regulations, policies, procedures, and practices; reviews various aspects and functions of the agency’s
regulatory program to identify weaknesses in the existing internal control structure and resulting risks/threats
(actual or potential) to tribal sovereignty, the gaming operation and its assets, the integrity of gaming activities, and
the health and safety of patrons and employees; recommend improvement measures to strengthen internal
controls and assists in their implementation, monitoring, evaluation, and follow-up.

Monitors various operational and regulatory activities, identifies deficiencies, and recommends and implements
corrective measures when appropriate; conducts special audits and investigations when requested by the Director,
including those involving regulatory and/or operational staff members and complaints from patrons, the general
public, and/or other sources.

 Assists in the formulation and implementation of general administrative policies, procedures, and practices within
the agency, and interprets, counsels, and implements said organizational policies, procedures, and practices
and/or refers persons to the appropriate resources as appropriate or when conflicts of interest exist.

 Functions as the author and custodian of the Commission’s Tribal Internal Control Standards (TICS) and other
Commission rules and regulations, ensuring they meet or exceed those established by the National Indian Gaming
Commission (NIGC) and Washington State Gambling Commission (WSGC); facilitates TICS and other related
procedural revisions through the review and approval processes, ensuring input is obtained from NIGC, WSGC,
and affected regulatory and operational personnel when appropriate; manages the submission, review, and
approval processes for all promotional procedures submitted by the gaming operation; also reviews and
recommends approval for procedures submitted by other tribal entities for authorized forms of gaming activities.

 Functions as a subject matter expert and provides official interpretations of the Commission’s TICS, rules, and
regulations when questions arise from regulatory and/or operational personnel; conveys any contradictions or
inadequacies in internal controls, procedures, and/or practices to the Director for guidance and resolution.

 Hires and manages staff members engaged in background investigation and gaming licensing activities; conducts
employee orientations; manages and approves time and attendance; ensures staff members receive adequate
training; monitors performance; provides guidance, consultations, corrective action and/or discipline as needed;
hires temporary employees and interns as needed; assumes full responsibility of all Gaming Commission staff in
the Director’s absence.

 Assists in the development, administration, and maintenance of licensing regulations for individuals, vendors and
their representatives, facilities, etc.; develops standard operating procedures for backgrounds/licensing staff;
reviews and approves correspondence and other documents for timeliness and accuracy; identifies and
implements background screening methods and techniques and recommends changes in response to evolved
business conditions or practices; participates in the search and selection in background screening service
providers.

 Represents the Gaming Commission at various internal and external meetings, conferences, seminars, etc. as
delegated by the Director, and provides updates to the Director and other senior-level administrative staff
members on important matters affecting their respective regulatory units and activities; may also assist the
Commissioners and Director in negotiations with internal and external programs, departments, agencies, etc.

 May assist with the development and maintenance of the annual operating budget, including but not limited to,
compiling historical, current, and projected financial information; cost estimates and projections; drafting budget-
related documents; monitoring expenditures; notifying Director and/or other administrative staff members of
potential overspending and/or other identified patterns; identification of unmet needs; preparation and submission
of budget modifications; routine and ad hoc financial reporting; and review of reimbursement invoices submitted by
the tribal government to the gaming operation for the Commission’s budget allocation.

 Functions as the liaison and coordinator for various licensing and regulatory audits and reviews conducted by the
NIGC, WSGC, and external auditors and follows-up with the necessary regulatory and/or operational personnel to
resolve any identified deficiencies; reviews and authorizes payment of regulatory fees and fines imposed by the
NIGC and WSGC.

 Functions as the agency’s training officer; provides orientations to both regulatory and operational new hires on the
role of the Gaming Commission and importance of internal controls and procedures; conducts review and training
sessions to appropriate regulatory and operational personnel on TICS revisions; identifies needed training to
address regulatory deficiencies and recommends corrective training programs and opportunities.

 Develops audits, checklists, and review/follow-up strategies for various operational activities in coordination with
the Director and other senior-level administrative staff members; provides training and guidance to onsite
regulatory staff on the application of such audits, checklists, and reviews.

 Assists with the opening and/or licensing of new gaming facilities, ensuring notification of and approval by the
appropriate agencies and/or entities; notifies gaming operation of initial and/or annual facility licensing timelines

and requirements and presents facility license applications to the Director and Gaming Commissioners for review
and approval.

Establishes and maintains effective working relationships and communication protocols with local law enforcement
and other regulatory agencies related to criminal and/or suspicious activities occurring in the casinos; receives and
distributes all-points bulletins (APBs) and/or other notifications distributed by external agencies to the appropriate
resources; may establish and implement an APB system to notify external agencies of criminal and/or suspicious
activities.

 May manage, participate in, or assist with the barring process, whether voluntary or involuntary, for patrons and/or
former employees; develops and maintains policies and procedures related to the barring process from approval
through appeals; distributes official notifications to barred individuals; distributes notices to appropriate regulatory
and operational staff members when barring notices are issued, modified, and/or rescinded; and maintains barring
files.

Knowledge, Skills, and Abilities:
Knowledge of applicable tribal, federal, and state gaming laws, rules, regulations, policies, procedures, practices,

and internal control standards.
 Knowledge of methods, practices, principles, and techniques associated with criminal and/or regulatory

investigations.
 Knowledge of practices, principles, and techniques of management, planning, communication, policies and

procedures, evaluation, and organizational analysis.
 Skill in the use of personal computers and office machines.
 Ability and willingness to learn all operations of gaming establishments and understand casino games and devices.
 Ability to establish and maintain effective working relationships with co-workers, subordinates, external agencies,

law enforcement officials, and other internal and external agencies, entities, officials, and staff members.
 Ability to work a flexible schedule and/or extended hours to accomplish duties and responsibilities of this position
 Ability and willingness to travel extensively for training, seminars, and to visit casinos regularly; ability to organize

and direct the flow of work to subordinates.
 Ability to prepare clear, concise, and comprehensive reports on a routine and ad hoc basis.
 Ability to adhere to strict confidentiality requirements.
 Ability to remain objective, negotiate, and compromise with diverse groups to resolve complex issues.
 Ability to sit for long periods of time to perform assigned duties and responsibilities.
 Ability to lift and carry up to 35 pounds.
 Ability to adhere to a healthy, drug-free lifestyle to maintain compliance with Colville Tribal and Commission policy

and requirements.
